The primary objectives of the project are to stabilise the Songwe River Course, and to improve the socio-economic welfare of the people living in and around the Songwe River basin. This is considered to be achieved by the stabilization of the river course and development of hydropower, irrigation, fisheries, tourism, etc.

The project is specifically required to:

• Determine both technically and economically the best optional method for stabilizing the course of the Songwe River, thereby ensuring a stable and definitive international boundary between the two countries; and
• Prepare a Songwe River Basin Development Plan for the development of hydropower, irrigation, land reclamation, river training etc. as part of ensuring the success of objective (i) above.
